Thousands Flee as Jihadist Attacks Resume in Mozambique

PEMBA, MOZAMBIQUE — At least seven people have died in recent jihadi-related violence in northern Mozambique, local sources said Tuesday, as the United Nations said 10,000 people had fled their homes.

Attacks occurred in gas-rich Cabo Delgado province, where jihadis launched a bloody insurgency in 2017, sparking a regional military mission last year that had restored a sense of security.

Four people were beheaded in the remote village of Natupile, terrified residents who fled the area told AFP.

“People from Natupile took photos, so we know it happened,” Antonio Kalimuka told AFP by telephone.

“I’ve already left with my family, but I haven’t harvested my fields yet. I’ll have to come back once it’s safe.”

Suspected jihadis last Wednesday killed two workers at an Australian-owned graphite mine, Triton Minerals, the company said.

“Two of our security/caretaker staff were fatally injured,” it said in a statement.

The following day, southern African regional military forces staged an attack on insurgents in a forest in Macomia district north of Pemba, the provincial capital.

“During the joint operation, terrorists were killed and other suffered severe injuries,” the mission said in a statement.

The military forces suffered one death and six injuries, it added.

The United Nations meanwhile estimated that 10,000 people had fled their homes over the last week.

The total number of displaced varies from month to month, but in May it was estimated at more than 730,000 by the U.N. refugee agency.

The United States on Tuesday announced aid worth $29.5 million for Mozambique through the U.N.’s World Food Program as diplomat Victoria Nuland visited the country.

“Displaced people were witness to killings, beheadings, rape, houses being burned, and abductions, and reported the kidnapping of several boys,” British charity Save the Children said in a statement.

More than 80% of those forced to flee their homes are women and children, it added.

More than 4,000 people have been killed in Mozambique since 2017, according to the conflict watchdog ACLED.

Some 3,100 troops from several African countries deployed in Cabo Delgado last June and retook control over much of the territory.

Diplomatic and humanitarian officials say the insurgents have since split into three groups.

One of them staged several attacks this month in Macomia, forcing aid groups to limit their operations.

The unrest has forced a halt to a $20-billion gas project by France’s TotalEnergies, an investment that had symbolized Mozambique’s dreams of using its mineral wealth to lift the nation from poverty.

Togo declares state of emergency in north after attack

LOME, Togo’s government declared a “state of security emergency” in its northern border region to give the armed forces more flexibility to deal with the threat of jihadist attacks.

Eight Togolese were killed in May in a northern town near the border with Burkina Faso, in an attack claimed by Mali-based Al-Qaeda militants.

Jihadist groups in the Sahel nations have been expanding and increasingly threatening the coastal West African states of Ivory Coast, Ghana, Benin and Togo.

After a Monday ministerial meeting, the government said a state of security emergency had been declared in the Savannah region which covers the country’s most northern provinces.

“It will enhance the speed of decision-making and facilitate greater agility for public services and defence and security forces,” the statement said.

Government spokesman Akodah Ayewouadan told reporters the measure would last three months and could be extended by the national assembly.

The Mali-based Jama’at Nasr al-Islam wal Muslimin (JNIM) group had claimed responsibility for the attack in May.

Officials had said at the time that eight Togolese soldiers were killed and 13 others wounded.

A senior security source said the soldiers were attacked by a group of 60 gunmen who arrived on motorbikes.

Togolese troops foiled an attack in November last year in the northern village of Sanloaga, making the May attack the first to cause casualties.

West African neighbouring state Benin in May said it was “at war” with terrorism after suffering around 20 attacks, according to the first official tally of these assaults.

It said around 10 of its soldiers had been killed so far.

Benin’s first known fatal attack was last December, in which two soldiers were killed near the troubled frontier with Burkina Faso.

The government responded by announcing increased military deployment in the north to protect the border.

Armed incursions by jihadists linked to Al-Qaeda and the Daesh organisation from troubled Sahel nations have also threatened Ghana and Ivory Coast, strengthening fears of a southward push towards the Gulf of Guinea.

UK court allows first migrant deportation flight to Rwanda

LONDON, Judges in London have thrown out last-ditch bids by human rights groups and campaigners to stop Britain sending its first flight of asylum seekers to Rwanda on Tuesday, a plan the United Nations’ refugee chief described as “catastrophic”.

As part of an initial £120-million (US$148 million) deal with Rwanda, Britain will send some migrants who arrived illegally by crossing the Channel in small boats from Europe.

Britain’s Conservative government says the deportation strategy will undermine people-smuggling networks and stem the flow of migrants risking their lives in Channel crossings.

Amid legal challenges, the number of people scheduled to leave on Tuesday’s plane, which charities said originally included people fleeing Afghanistan and Syria as well as Iran and Iraq, had now fallen to less than a dozen.

A High Court judge refused on Friday to grant a temporary injunction to block the flight, and on Monday three justices on the Court of Appeal upheld that decision.

Judge Rabinder Singh said they could not interfere with the original “clear and detailed” judgement, and refused permission for further appeal. A full hearing to determine the legality of the policy as a whole is due in July.

A second legal challenge at the High Court was also later rejected, with judge Jonathan Swift saying everyone on the flight had been given access to a lawyer to challenge their deportation.

Human rights group say the policy is inhumane and will put migrants at risk. The UNHCR has said Rwanda, whose own human rights record is under scrutiny, does not have the capacity to process the claims, and there is a risk some migrants could be returned to countries from which they had fled.

“We believe that this is all wrong … for so many different reasons,” UN High Commissioner For Refugees Filippo Grandi told reporters. “The precedent that this creates is catastrophic for a concept that needs to be shared like asylum.”

Initially, some 37 individuals were scheduled to be removed on the first flight, but the charity Care4Calais said that number has dwindled to just eight. Three more individuals will have their cases heard at the High Court on Tuesday morning.

Prime Minister Boris Johnson had earlier said the government was determined to press ahead with the policy despite the legal challenges and opposition, reportedly including from Prince Charles, the heir to the British throne.

“It’s very important that the criminal gangs who are putting people’s lives at risk in the Channel understand that their business model is going to be broken and is being broken by this government,” Johnson told LBC radio.

“They are selling people false hope and luring them into something that is extremely risky and criminal.”

The government said the deportation plan would deter the Channel crossings, although more than 3,500 people have reached Britain in small boats since the middle of April when the Rwanda scheme was unveiled, according to government figures

As the court hearings were taking place, about 35 migrants arrived in Dover, some carrying their possessions in black bags, where they were taken away by British border forces.

UN urges WTO not to impose food export restrictions

GENEVA, The United Nations on Monday begged world trade ministers meeting at the WTO not to impose export restrictions on food for humanitarian purposes, amid a food security crisis.

The UN’s human rights chief Michelle Bachelet and its trade and development head Rebeca Grynspan said Russia’s war in Ukraine was increasing the risk of hunger and famine for tens of millions of people who are already food insecure or approaching food insecurity.

Countries meeting at the World Trade Organization’s ministerial conference in Geneva this week are trying to reach a consensus position on food security.

Mindful of less-developed countries, net food-importing developing countries and those reliant on the UN’s World Food Programme, the two UN chiefs said that in 2020, African countries imported about 80 percent of their food and 92 percent of their cereal from outside the continent.

They urged WTO members to “refrain from imposing export restrictions on essential foodstuffs purchased by LDCs and NFIDCs as well as those purchased by WFP for non-commercial humanitarian purposes”.

Russia’s invasion has heightened concerns for global food security as Ukraine’s Black Sea ports are blocked, preventing the country from exporting its produce.

Before the February invasion, Ukraine was the world’s fourth-largest supplier of wheat and maize.

India capped sugar exports to safeguard its own supplies and ease inflation, days after its ban on wheat shipments sent global prices soaring.

Immediately after the May 25 sugar announcement, WTO chief Ngozi Okonjo-Iweala urged countries not to block or restrict exports of basic foodstuffs given the tensions on global food markets.

A decision on food security and export restrictions is one of the main expected outcomes at the WTO ministerial conference, which opened Sunday and runs until Wednesday.

A second text aims to ban export restrictions on WFP purchases but India and Tanzania oppose the move.

The UN leaders said they would work with WTO members to address anti-competitive and unfair business practices.

“Hoarding, excessive stockpiling of basic foodstuffs and associated speculation, especially during global food shortages, adversely affect the enjoyment of the right to food and erodes efforts to achieve food security for all,” they said.

EU trade commissioner Valdis Dombrovskis met India’s Commerce and Industry Minister Piyush Goyal for talks at the WTO on Monday.

“We need all members to show the same level of ambition and spirit of compromise to make this WTO ministerial a success,” the EU executive vice president said afterwards.
