National Assembly Standing Committee on Inter Provincial Coordination meets 

Islamabad, January 06, 2022 (PPI-OT):The National Assembly Standing Committee on Inter Provincial Coordination (IPC) expressed grave concerns over nonattendance of the Chairman, Pakistan Cricket Board (PCB) and directed that the Chairman PCB should attend the next meeting to brief the Committee on the matters/issues of PCB. The 22nd meeting was held today at 11:00 a.m. in the Parliament House, Islamabad under the chairmanship of Mr. Nawab Sher, MNA.

The Chief Financial Officer, PCB informed the Committee that Chairman PCB conveyed his regrets to attend the meeting due to his prior urgent commitments in connection with the Pakistan Super League (PSL), however, he will attend the next meeting of the Standing Committee to brief the august House. The Committee directed the Chairman PCB to attend the next meeting to brief the Committee on the matters/issues of PCB.

While briefing on “The Prevention of Offences in Sports Bill, 2020”, moved by Mr. Iqbal Muhammad Ali Khan, MNA, the Secretary, M/o IPC informed the Committee that initially the matter was taken up with the M/o Law and Justice for legal opinion.

The Law Division opined that post the 18th amendment, the Parliament is no longer competent to legislate on the subject of sports and also advised to take up the matter with the M/o Interior. Keeping in view the opinion of Law Division, an internal Committee was constituted which proposed the addition of a new chapter “XXIV” to the Pakistan Penal Code, 1860.

He also informed that the Ministry has already taken up the matter with M/o Interior and requested the Committee to direct the M/o Interior to furnish their views/comments in the matter. The Committee directed the M/o Interior to furnish the views/comments on “The Prevention of Offences in Sports Bill, 2020” to the Committee in its next meeting.

The Committee considered the Point of Order raised by Raja Pervaiz Ashraf, MNA in the House regarding worst condition of roads in his constituency. The Hon. Mover did not attend the meeting due to some personal engagements.

The Secretary, M/o IPC apprised that the matter does not relates to M/o IPC. The Hon. Minister for IPC after discussion with the Hon. Chairman, Standing Committee on IPC directed that the said matter may be referred to the Standing Committee on Communications.

Therefore, the Committee decided to refer the said Point of Order to the Standing Committee on Communications for further consideration and report.

The meeting was attended by Mr. Mehboob Shah, Mr. Gul Zafar Khan, Haji Imtiaz Ahmed Chaudhary, Ms. Robina Jamil, Ms. Munawara Bibi Baloch, Mst. Shaheen Naz Saifullah, Mr. Fakhar Zaman, Mr. Iqbal Muhammad Ali Khan, Ch. Zulfiqar Ali Bhinder, Mr. Rasheed Ahmad Khan, Mr. Zulfiqar Ali Behan, Ms. Shahida Rehmani, Ms. Nasiba Channa, and Syed Faiz ul Hassan, MNAs.

Dr. Mahreen Razzaq Bhutto, MNA/Mover was also present in the meeting besides senior officers from M/o IPC, M/o Planning, Development and Special Initiatives, M/o Law and Justice, National Highway Authority (NHA), Pakistan Cricket Board (PCB), Pakistan Veterinary Medical Council (PVMC), and representative from the office of Deputy Commissioner, Rawalpindi.
