Chairman NAB appreciates excellent performance of NAB Multan 

Islamabad, January 04, 2022 (PPI-OT):Honourable Mr. Justice Javed Iqbal, Chairman NAB chaired a meeting to review the performance of NAB Multan especially conviction made under Section 10 of National Accountability Ordinance (NAO)-1999 and under Section 25 (b) of NAO-1999 from Oct 10, 2017 to Dec 31, 2021 at NAB Headquarters. Zahir Shah, Deputy Chairman NAB, Syed Asghar Haider, Prosecutor General Accountability (PGA) whereas Nauman Aslam, DG NAB Multan participated in the meeting via video link.

During the meeting Nauman Aslam, DG NAB Multan informed the meeting that under the dynamic leadership of Honourable Mr. Justice Javed Iqbal, Chairman NAB, during the period from October 10, 2017 to Dec 31, 2021, 29x accused persons have been convicted under section 10 of NAO-1999. The details of the 29 convicted persons under section 10 of NAO-1999 are as under:

1. State Vs Rana Shahid Latif etc, accused Rana Shahid Latif was convicted by the Accountability Court on 20-10-17 with a fine of Rs. 10 million and 3 x years imprisonment.

2. State Vs Rana Shahid Latif etc, accused Rao Muhammad Javed Iqbal was convicted by the Accountability Court on 20-10-17 with a fine of Rs. 10 million and 3 x years imprisonment.

3. State Vs Waqas Qureshi, accused Waqas Qureshi was convicted by the Accountability Court on 28-11-17 with a fine of Rs. 26 million and 6 x year’s imprisonment.

4. State Vs M. Ramzan, accused M. Ramzan was convicted by the Accountability Court on 14-03-18 with a fine of Rs. 3.5 million and 3 x years imprisonment.

5. State Vs Liaqat Ali Clerk etc, accused Liaqat Ali was convicted by the Accountability Court on 15-03-18 with a fine of Rs. 12 million and 14 x years imprisonment.

6. State Vs Liaqat Ali Clerk etc, accused Shahid Bashir was convicted by the Accountability Court on 15-03-18 with a fine of Rs. 6 million and 14 x years imprisonment.

7. State Vs Hafiz Muhammad Qamar Tufail etc, accused Hafiz Muhammad Qamar Tufail was convicted by the Accountability Court on 03-07-18 with a fine of Rs. 9,062,160 and 7 x years imprisonment.

8. State Vs Hassan Latif Tahir and one another, accused Hassan Latif Tahir was convicted by the Accountability Court on 24-07-18 with a fine of Rs. 2,560,241 and 5 x year’s imprisonment.

9. State Vs Hassan Latif Tahir and one another, accused Asad Nawaz was convicted by the Accountability Court on 24-07-18 with a fine of Rs. 2,560,241 and 5 x year’s imprisonment.

10. State Vs Arshad Mahmood, accused Arshad Mahmood was convicted by the Accountability Court on 04-10-18 with a fine of Rs. 1.5 million and 2 x year’s imprisonment.

11. State Vs Muntazir Mehdi Khan etc, accused Ghulam Shabbir was convicted by the Accountability Court on 25-01-19 with a fine of Rs. 50,000,000 and 10 x year’s imprisonment.

12. State Vs Muntazir Mehdi Khan etc, accused Nazar Abbas Mohana was convicted by the Accountability Court on 25-01-19 with a fine of Rs. 50,000,000 and 10 x year’s imprisonment.

13. State Vs Ch. Guftar Ahmad Anjum etc, accused Asif Kamal was convicted by the Accountability Court on 27-11-19 with a fine of Rs. 78,332,704 and 5 x year’s imprisonment.

14. State Vs Shaoor Bashir etc, accused Shaoor Bashir was convicted by the Accountability Court on 03-02-20 with a fine of Rs. 8,572,000 and 5 x year’s imprisonment.

15. State Vs Sh. Zakaur Rahman, accused Sh. Zakaur Rahman was convicted by the Accountability Court on 05-10-20 with a fine of Rs. 18 million and 3 x year’s imprisonment.

16. State Vs Malik Mazhar Hayat Tiwana etc, accused Malik Mazhar Hayat Tiwana was convicted by the Accountability Court on 11-12-20 with a fine of Rs. 30 million and 7 x year’s imprisonment.

17. 14. State Vs Malik Mazhar Hayat Tiwana etc, accused Nazar Hussain Shah was convicted by the Accountability Court on 11-12-20 with a fine of Rs. 1 million and 2 x year’s imprisonment.

18. State Vs Malik Mazhar Hayat Tiwana etc, accused Rafique Ahmad Khan was convicted by the Accountability Court on 11-12-20 with a fine of Rs. 2 million and 3 x year’s imprisonment.

19. 16. State Vs Malik Mazhar Hayat Tiwana etc, accused Malik Allah Ditta was convicted by the Accountability Court on 11-12-20 with a fine of Rs. 10 million and 5 x year’s imprisonment.

20. State Vs Malik Mazhar Hayat Tiwana etc, accused Mudassir Sharif was convicted by the Accountability Court on 11-12-20 with a fine of Rs. 0.5 million and 2 x years imprisonment.

21. State Vs Malik Mazhar Hayat Tiwana etc, accused Ahtasham ur Rahman was convicted by the Accountability Court on 11-12-20 with a fine of Rs. 0.2 million and 2 x years imprisonment.

22. State Vs Malik Mazhar Hayat Tiwana etc, accused Shahid Iqbal Khan was convicted by the Accountability Court on 11-12-20 with a fine of Rs. 0.1 million and 6 x months imprisonment.

23. State Vs Malik Mazhar Hayat Tiwana etc, accused Khadim Hussain was convicted by the Accountability Court on 11-12-20 with a fine of Rs. 0.5 million and 2 x years imprisonment.

24. State Vs Muhammad Farooq Raza etc, accused Muhammad Farooq Raza was convicted by the Accountability Court on 18-12-20 with a fine of Rs. 15 million and 5 x year’s imprisonment.

25. State Vs Muhammad Farooq Raza etc, accused Tariq Mehmood was convicted by the Accountability Court on 18-12-20 with a fine of Rs. 5 million and 4 x year’s imprisonment.

26. State Vs Muhammad Rafique alias Qari etc, accused Muhammad Ahsan Taqweem was convicted by the Accountability Court on 30-03-21 with a fine of Rs. 3 million and 4 x years imprisonment.

27. State Vs Muhammad Asghar Malik etc, accused Muhammad Asghar Malik was convicted by the Accountability Court on 15-06-21 with a fine of Rs. 10 million and 10 x year’s imprisonment.

28. State Vs Muhammad Asghar Malik etc, accused Muhammad Arshad Mehmood was convicted by the Accountability Court on 15-06-21 with a fine of Rs. 0.5 million and 3 x years imprisonment.

29. State Vs Muhammad Akram and another, accused Muhammad Akram were convicted by the Accountability Court on 07-09-21 with a fine of Rs. 5 million and 10 x year’s imprisonment.

Whereas, 15x accused persons have been convicted from Oct 10, 2017 to Dec 31, 2021 under section 25(b) of NAO-1999. The details of the 15 convicted persons under section 25(b) of NAO-1999 are as under:

1. Inv against Rana Amjad Ali, Ex-Land Acquisition Collector (LAC)/AC, Tehsil Ahmedpur East and others, accused Muzammil Abbas was convicted by the Accountability Court on 11-10-17, an amount of Rs. 2,340,885 was recovered from the accused under section 25(b) of NAO-1999.

2. Inv against Rana Amjad Ali, Ex-Land Acquisition Collector (LAC)/AC, Tehsil Ahmedpur East and others, accused Bashir Ahmed was convicted by the Accountability Court on 09-10-17, an amount of Rs. 10,261,750 was recovered from the accused under section 25(b) of NAO-1999.

3. Inv against Ashtar Ali Chaudhary, Malik Muhammad Javaid, Proprietors Subhan City, Multan and others, accused Muhammad Javaid was convicted by the Accountability Court on 22-03-18, an amount of *Rs. 18,000,000 was recovered from the accused under section 25(b) of NAO-1999.

4. Inv against Ashtar Ali Chaudhary, Malik Muhammad Javaid, Proprietors Subhan City, Multan and others, accused Ashtar Ali Ch was convicted by the Accountability Court on 19-12-18, an amount of Rs. 13,800,000was recovered from the accused under section 25(b) of NAO-1999.

5. Inv against Officers / Officials of Revenue Department Rahim Yar Khan and others, accused Nazir Ahmad and others were convicted by the Accountability Court on 23-06-18; an amount of Rs. 211,175,608 was recovered from the accused under section 25(b) of NAO-1999.

6. Inv against Officers / Officials of District Education Office, District Accounts Office, Bahawalnagar and others, accused Shazia Parveen was convicted by the Accountability Court on 24-10-18, an amount of Rs. 788,988 was recovered from the accused under section 25(b) of NAO-1999.

7. Inv against Officers / Officials of District Education Office, District Accounts Office, Bahawalnagar and others, accused Fozia Siddiq was convicted by the Accountability Court on 24-10-18, an amount of Rs. 389,035 was recovered from the accused under section 25(b) of NAO-1999.

8. Inv against Officers / Officials of District Education Office, District Accounts Office, Bahawalnagar and others, accused Shaheen Yousaf was convicted by the Accountability Court on 08-11-18, an amount of Rs. 871,267 was recovered from the accused under section 25(b) of NAO-1999.

9. Inv against Officers / Officials of District Education Office, District Accounts Office, Bahawalnagar and others, accused Muhammad Salman Javed was convicted by the Accountability Court on 24-10-18, an amount of Rs. 881,916 was recovered from the accused under section 25(b) of NAO-1999.

10. Inv against Officers / Officials of District Education Office, District Accounts Office, Bahawalnagar and others, accused Anum Javed was convicted by the Accountability Court on 24-10-18, an amount of Rs. 688,261 was recovered from the accused under section 25(b) of NAO-1999.

11. Inv against Officers / Officials of District Education Office, District Accounts Office, Bahawalnagar and others, accused Naila Akram was convicted by the Accountability Court on 24-10-18, an amount of Rs. 495,273 was recovered from the accused under section 25(b) of NAO-1999.

12. Inv against Officers / Officials of District Education Office, District Accounts Office, Bahawalnagar and others, accused Farzana Kausar was convicted by the Accountability Court on 08-11-18, an amount of Rs. 815,820 was recovered from the accused under section 25(b) of NAO-1999.

13. State Vs Najma Ayyaz Rao etc, accused Qamar Kabeer was convicted by the Accountability Court on 11-10-19, an amount of Rs. 35,000,000 was recovered from the accused under section 25(b) of NAO-1999.

14. State Vs Zafar Iqbal Mughal etc, accused Muhammad Raza Malik was convicted by the Accountability Court on 08-01-20, an amount of Rs. 53,633,000 was recovered from the accused under section 25(b) of NAO-1999.

15. State Vs Nihal Khan etc, accused Shamshad Ali Baladi was convicted by the Accountability Court on 08-09-20, an amount of Rs. 7,430,000 was recovered from the accused under section 25(b) of NAO-1999.

16. Inv against Officers / Officials of Food Department, Flour Mill Owners of Bahawalpur, Dera Ghazi Khan, Multan Divisions cheques of Rs. 41,887,867 were taken from the 11 x flour mills under section 25(b) of NAO-1999and the same were submitted before Accountability Court for approval on 11-10-2021.

DG NAB Multan also informed the meeting that in the case of disbursement of loans amongst the public by the government of the Punjab through National Rural Support Program (NRSP), the Bureau has ensured recovery of Rs. 502.6 million from NRSP in favour of the Government of the Punjab. He further informed that NAB Multan in all above NAB operations, total direct and indirect recovery made is Rs. 4834.62 million including convictions u/s 10 and 25(B) of NAO, 1999.

Additionally in light of National Anti-Corruption Strategy and besides operations, NAB Multan undertook study of government departments come under their jurisdiction and suggested preventive measures to avoid instances of corruption and corrupt practices over issues including illegal occupation of state lands, unfair distribution of irrigation water through outlets, illegal educational institutes, purchase of sugarcane and delayed payments to farmers, illegal housing societies and land subdivisions, and illegal cutting of forest trees etc.

Whereas under the awareness regime multifarious activities like seminars, workshops, conferences, training, and media campaigns were carried out and in the education sector character building societies were formed, lectures delivered, and awareness competitions were held during the period.

The Honorable Mr. Justice Javed Iqbal, Chairman NAB said that the excellent performance of NAB Multan has contributed well in the overall performance of NAB. He appreciated the performance of all ranks of NAB officers/officials under the supervision of Mr. Nauman Aslam, DG NAB Multan and hoped that NAB Multan will continue to perform its functions in future with the same zeal and commitment in accordance with law.

He said that logical conclusion of mega corruption and white collar crime cases are the top most priority of NAB. He said that NAB’s faith is corruption free Pakistan. All officers of NAB are working with renewed energy and dedication considering eradication of corruption as their national duty
