ECC approves import of 1.5 million tons of fertilizer from China: Fawad 

Islamabad, January 06, 2022 (PPI-OT):Minister for Information and Broadcasting Chaudhry Fawad Hussain says the Economic Coordination Committee (ECC) has approved import of 1.5 million tons of fertilizer from China and the first shipment of 50,000 tons will arrive on 10th of next month.

In tweet on Thursday, he said that six hundred thousand tons of local fertilizer will also start to come in the market from this month. He said, despite high prices of fertilizers in the international market, our farmers will not face any shortage.

Foreign Minister calls for robust action to curb illicit financial flows from developing world 

Islamabad, January 06, 2022 (PPI-OT):Foreign Minister Shah Mahmood Qureshi has called for immediate and robust national and international action to curb illicit financial flows from the developing world to financial safe haven destinations. He was addressing the 7th International Seminar of the OIC Independent Permanent Human Rights Commission on “Combating Corruption – A Pre-Requisite for the full realization of All Human Rights and Sustainable Development” in Islamabad on Thursday.

Shah Mahmood Qureshi said fighting corruption is essential to achieve the sustainable development goals. The Foreign Minister urged the OIC countries to actively explore innovative ideas and initiatives to strengthen the existing international framework to prevent corruption and to end impunity. He proposed the establishment of a protocol and implementation mechanism for mutual legal assistance within the OIC on issues of corruption and stolen assets.

He stressed for the development of a coherent, transparent and inclusive mechanism under the UN auspices for strengthening the international legal framework on monitoring illicit financial flows and return of stolen assets. He also called for establishment of a global beneficial ownership registry besides reviewing and revising unequal investment treaties procured through corruption.

The Foreign Minister said Prime Minister Imran Khan whilst deriving guidance from Islamic teachings, has given a vision of corruption free Pakistan. He said Pakistan has taken measures to build and strengthen robust systems for accountability, transparency and integrity. We are trying to pursue a proactive three-pronged approach to combating corruption, including awareness raising, prevention, and enforcement. He said we have supplemented existing legislation to induce transparency and openness in the public sector including through facilitating citizens’ right to information.

He pointed out that Pakistan’s Citizen Portal app has received international recognition for an effective use of technology for enhancing public delivery. Due to our sustained efforts, visible positive socio-economic changes are taking place in the country. UN High Commissioner for Human Rights Michelle Bachelet, in her video message on the occasion, stressed that combating corruption contributes to the full realization of human rights and is also vital to recovering from COVID-19 pandemic.

She said the UN has produced complete guidance for states and others to prevent corruption in the manufacturing, allocation and distribution of anti-Covid vaccines. She said the need for a comprehensive action to stem corruption was also emphasized earlier this year when the UN General Assembly held its first even session on corruption.

OIC’s Assistant Secretary General Askar Mussinov, urged the OIC member countries to devise their national anti-corruption plans. He said it is important to reinforce the capacity of human rights institutions, media and civil society to play an active role in anti-corruption efforts.

The OIC’s Assistant Secretary General said the number of OIC countries including Pakistan have made fighting corruption as their top priority and also took corresponding actions such as establishment of relevant agencies to combat this menace in an apolitical and independent manner.

Chairperson of OIC Human Rights Commission Haci Ali in his remarks commended Prime Minister Imran Khan’s stance regarding countering illicit financial flows from the developing countries. He emphasized for strengthening institutional capacities and integrating the role of technology to combat corruption and promote transparency and accountability.

Pakistan can progress only by following teachings of Hazrat Muhammad (PBUH): Prime Minister 

Islamabad, January 06, 2022 (PPI-OT):Prime Minister Imran Khan has reiterated that Pakistan as a nation can progress only by following the teachings of Hazrat Muhammad Rasool Allah Khatim un Nabiyeen Sallallaho Alaihe Wa Ala Alayhee Wa Ashabehi Wassalam.

He was talking to renowned religious scholar Maulana Tariq Jameel who called on him in Islamabad. Matters pertaining to establishment of National Rehmatul-lil-Alameen Authority to provide guidance to youth in the light of principles of the Riyasat-e-Madinah were discussed during the meeting.

Maulana Tariq Jameel appreciated the efforts of the Prime Minister in implementing the welfare model of the state of Madinah as well as the emphasis on character building of the youth in the light of the teachings of the holy Prophet.

Pakistan highly values tie with Greece, wants to expand bilateral cooperation: President 

Islamabad, January 06, 2022 (PPI-OT):President Dr Arif Alvi has said that Pakistan highly values its ties with Greece and wants to further expand bilateral cooperation in diverse areas of mutual interest. He urged the need to enhance the bilateral trade between Pakistan and Greece, and tap the potential of cooperation in the fields of culture, education, and tourism.

The President made these remarks while talking to the outgoing Ambassador of the Hellenic Republic (Greece), Mr Andreas Papastavrou, who called on him, at Aiwan-e-Sadr, today. Talking to the outgoing envoy, the President said that both countries had great potential to increase economic and cultural cooperation.

He also highlighted the efforts made by Pakistan for the promotion of peace and stability in Afghanistan. He said that a stable and peaceful Afghanistan would not only bring economic prosperity to Afghanistan but to other countries of the region as well.

He termed the recently held 17th Extraordinary Session of OIC Council of Foreign Ministers, hosted by Pakistan, as highly successful, saying it attracted international support and economic assistance for the war-stricken people of Afghanistan. The President appreciated the services rendered by the outgoing Ambassador for promoting Pakistan-Greece relations and hoped that he would continue to play his role for further enhancing bilateral ties between the two countries.

Foreign Minister inaugurates the international seminar on corruption and human rights, jointly organized by the government of Pakistan and the OIC IPHRC 

Islamabad, January 06, 2022 (PPI-OT):Foreign Minister Makhdoom Shah Mahmood Qureshi inaugurated, today, the two-day International Seminar on the theme of “Combating Corruption – A Prerequisite for the full enjoyment of all Human Rights and Sustainable Development.”

The International Seminar is being jointly organised by the Government of Pakistan and the Independent Permanent Human Rights Commission (IPHRC) of the Organization of Islamic Cooperation (OIC), in collaboration with the United Nations Office of the High Commissioner for Human Rights (OHCHR), the United Nations Office on Drugs and Crime (UNODC), and the United Nations Development Programme (UNDP).

In his key-note address, the Foreign Minister highlighted the efforts of the Government of Pakistan in combating corruption, especially illicit financial flows as well as promotion and protection of all human rights. He underlined that inclusive and sustainable development was not possible unless transparency and accountability were ensured.

The Foreign Minister presented an actionable way forward for the OIC group in curbing corruption and realizing the human rights agenda including through creation of an inter-governmental committee, establishment of an OIC protocol and mechanism for mutual legal assistance, reviewing unequal investment treaties, and formation of a global beneficial ownership registry.

The UN High Commissioner for Human Rights (through a recorded message), Assistant Secretary General of OIC, and the IPHRC Chairperson also delivered remarks during the opening segment.

More than 200 international and national stakeholders including Government officials, OIC member and Observer States, IPHRC Commissioners, and representatives of the OIC Secretariat, United Nations, practitioners, academia, and civil society are participating in the International Seminar.

Throughout the day, interactive discussions shall be held amongst the international and national participants, on the basis of which a “Declaration” would be adopted at the closing session on 7 January 2022. The International Seminar reflects Pakistan’s leadership role and commitment in the context of combating corruption and promotion of the human rights agenda, in line with Prime Minister Imran Khan’s vision.

Statement of the Foreign Minister

Islamabad, January 06, 2022 (PPI-OT):7th International Seminar of the OIC Independent Permanent Human Rights Commission (IPHRC) “Combating Corruption – A Pre-Requisite for the full realization of All Human Rights and Sustainable Development” Excellencies, Distinguished Panellists, Honourable Commissioners of the OIC IPHRC, Ladies and gentlemen, At the outset, I would like to extend my gratitude to the OIC – Independent Permanent Human Rights Commission (OIC-IPHRC) for organizing this very timely Seminar on combating corruption and assessing its dire consequences on the achievement of the human rights agenda.

In line with Prime Minister Imran Khan’s vision, fighting corruption and ensuring protection of all human rights are the top priorities of our government. We are therefore glad to host this important meeting in Islamabad. Ladies and gentlemen, Corruption is an enormous obstacle to the realization of all human rights – civil, political, economic, social and cultural, as well as the right to development.

It strikes at the very roots of good governance and democracy. It erodes public trust in the legitimacy of state institutions, undermines the rule of law, and violates the values of transparency, accountability, justice and fair play.

It also undermines the successful implementation of all 17 Sustainable Development Goals (SDGs) by hampering economic growth, increasing inequality, and inhibiting prosperity. In particular, corruption stifles opportunities for the poor and marginalized and condemns them to a life of misery and inequality.

It leads to massive illicit financial flows out of developing countries. In addition to deadweight economic losses, corruption creates inefficiencies and dysfunctions and skews the allocation of public resources away from those most in need.

The United Nations High-Level Panel on Financial Accountability, Transparency and Integrity (FACTI) has calculated that a staggering 7 trillion dollars in stolen assets are parked in the financial “safe havens” destinations. This organized theft and illegal transfer of assets has profound consequences for the developing nations.

There is no doubt that this stolen money siphoned off from the public treasury could have been spent to meet development needs; to lift people out of poverty; to provide children with education; to bring essential medicine to families; and to stop hundreds of preventable deaths and injuries that occur every day.

The COVID-19 pandemic has further widened existing inequalities, pushed millions of people into extreme poverty, and resulted in loss of millions of jobs. Allowing corruption and illicit financial flows to continue in these circumstances is nothing short of criminal.

Immediate and robust national and international action is needed to stop the bleeding of developing countries. Ladies and Gentlemen, 15 years have passed since the adoption of the UN Convention against Corruption (UNCAC), which remains the only legally binding international instrument on anti-corruption.

Unfortunately, despite explicit UNCAC provisions, there are increased barriers in the asset recovery process as well as their speedy return to countries of origin.

Curbing illicit financial flows and recovering and returning stolen assets can contribute to effective resource mobilization for achieving SDGs. We continue to emphasize that the requested States should return the recovered assets without conditionality’s to the States of origin. We should explore the possibility for an additional protocol on asset recovery under UNCAC.

At the same time, framing corruption as a human rights issue and pursuing a ‘human rights-based’ approach to corruption can help complement the efforts to prevent and combat corruption and promote more effective implementation of international anti-corruption instruments. So long as corruption remains undefeated, efforts to promote the realization of human rights can achieve little.

Ladies and Gentlemen, Islam is a religion, which guides all aspects of human life. Fighting corruption in the Islamic context is rooted in the Holy Quran and the teachings of the Prophet Mohammed Peace Be upon Him, both of which extensively address the major types of corruption, such as bribery, extortion, nepotism, and favouritism.

Deriving guidance from the Islamic teachings, Prime Minister Imran Khan has given a vision of ‘Corruption free’ Pakistan. We have undertaken measures to build and strengthen robust systems for accountability, transparency and integrity.

We are trying to pursue a proactive three-pronged approach to combating corruption, including awareness raising, prevention, and enforcement. We have supplemented existing legislation to induce transparency and openness in the public sector including through facilitating citizens’ right to information. Pakistan’s Citizen Portal app has received international recognition for an effective use of technology for enhancing public delivery.

Due to our sustained efforts, visible positive socio-economic changes are taking place in the country. Prime Minister Imran Khan has also been regularly highlighting the need to combat the scourge of corruption at the international level, particularly to address the phenomenon of illicit financial flows.

Pakistan spearheaded a resolution on the role of Parliamentarians in combating corruption at the 8th Session of the Conference of States Parties to the UN Convention against Corruption held in Abu Dhabi, UAE, in 2019.

At the recently held 9th Session in Sharm El Sheikh, Egypt, last month, Pakistan joined Nigeria and Palestine in jointly tabling a resolution on enhancing transparency into beneficial ownership information.

We will continue to promote this issue at all relevant international forums. Ladies and Gentlemen, The OIC countries must actively explore innovative ideas and initiatives to strengthen the existing international framework to prevent corruption and to end impunity.

Today’s seminar is an opportunity for all of us to explore and develop these ideas further. The FACTI Panel’s report and first-ever UN General Assembly Special Session (UNGASS) against Corruption with its Political Declaration adopted last year served as important milestones in the global efforts to prevent and combat corruption.

However, these documents will not transform into meaningful actions without dedicated follow-up processes. To this end, the OIC countries must take bold initiatives. As a first step, the OIC may consider establishing an open-ended intergovernmental ad hoc committee to prepare concrete and technical proposals for supplementary legal frameworks.

While conducting its work, the proposed ad hoc committee of OIC experts could focus on the following priority areas: -First, establishment of an OIC protocol and implementation mechanism for mutual legal assistance within the OIC countries on issues of corruption and stolen assets; – Second, developing a coherent, transparent, and inclusive mechanism under the UN auspices for strengthening the international legal framework on monitoring illicit financial flows and return of stolen assets; -Third, establishment of a global beneficial ownership registry; -Fourth, reviewing and revising unequal investment treaties procured through corruption. Once finalized, these proposals could be presented to the UNCAC Conference of State Parties for consideration.

Ladies and Gentlemen, In conclusion, Pakistan’s commitment to eradicating corruption remains clear and firm. Our fight against corruption is essential to achievement of 2030 Agenda and the sustainable development goals. We must join hands to address the underlying factors and enablers of corruption at both the national and international levels. I thank you.

India on path to self-destruction, can’t suppress Kashmiris’ struggle: Alvi 

Islamabad, January 06, 2022 (PPI-OT):President Dr. Arif Alvi has said India was on the path to self-destruction with its Hindutva policy targeting all minorities as it was vainly planning to suppress the Kashmiris’ struggle for their right to self-determination with barbaric steps.

He said the unending oppression coupled with atrocities and human rights violations committed against the innocent Kashmiris in the Indian illegally occupied Jammu and Kashmir (IIOJK) and other minorities in India, were resulting in a fire that would eventually engulf India and dawn into the freedom of the Kashmiri people.

The president was speaking at the book launching ceremony of Dr. Muhammad Qasim Faktoo, a political Kashmiri prisoner who had been languishing in an Indian jail for the last 29 years. Dr. Faktoo’s book ‘Baang’ provides an insight into his sufferings and life-long struggle against the Indian illegal occupation of Jammu and Kashmir. The event was organised by the Kashmir Youth Alliance (KYA) in collaboration with the Parliamentary Committee on Kashmir in connection with the observance of Kashmiris’ Right to Self-Determination Day.

President Alvi said Quaid-e-Azam Muhammad Ali Jinnah had regarded Kashmir as the jugular vein of Pakistan, which meant that the Pakistani nation and Kashmiris were tied together in permanent bonds of affections and brotherhood. The Quaid had realised the Hindu machinations long ago and therefore, he parted ways during 1928, he added.

The president observed that injustice was done during the Indo-Pak partition principles whereas promises made with the Kashmiri people by the world community had not been fulfilled. He said India through its unilateral and illegal steps tried to bring demographic changes in the IIOJK, but those were denounced by the world bodies and the Organization of Islamic Cooperation (OIC), and global rights bodies. The president opined that the Hindutva policy pursued by the recent Indian rulers had been a reincarnation of the Hindu’s supremacist ideology centuries ago.

He referred to a book of Khushwant Singh, an Indian writer, who had predicted doom for India due to its self-destruction course. The president said the Muslims could not be suppressed with injustices and oppression. “The use of pellet guns against the Kashmiris had been a human disaster. Indian forces had been using rape against women as a weapon to silence the ever-growing voices for freedom,” he added.

He said India was trying to change its history and there was a continuous onslaught against minorities, including Muslims and Christians. “No minority is safe in India,” he said, adding the Christian charity organisations like Mother Tressa Charity were banned from collecting foreign donations while churches were attacked by the Hindu zealots.

The president regretted that the world was driven through its priorities and vested interests like trade and economy, and was neglecting humanity. He also reiterated that Pakistan being a morality-based country would continue extending its moral, diplomatic and political support to the Kashmiri people in their just struggle for the right to self-determination.

The president said the sacrifices of Kashmiri leaders like Dr. Qasim would ultimately result in the freedom of the IIOJK from the Indian occupation. He also stressed further raising the IIOJK issue at the global fora through collective efforts.

The president cited the success of Prime Minister Imran Khan’s stance in highlighting the issue of Islamophobia, which also echoed in the recent comments of Russian President Vladimir Putin. Similarly, he also credited the government and Foreign Minister Qureshi for effectively raising the humanitarian issue of Afghanistan and holding a successful OIC meeting.

Bulli Bai: Multiple twitter handles used to divide Sikhs, Muslims

Mumbai, January 06, 2022 (PPI-OT):Investigations by Mumbai Police in India have revealed that not only Bulli Bai, but several other handles were used on social media platforms, ostensibly intended to drive a wedge between Sikh and Muslim communities.

Mumbai Police Commissioner Hemant Nagrale said that three persons have been arrested so far and the probe has shown other social media handles that were deployed to spread hate messages.

They are: @Bullibai_, @Sage0x11, @hmmaachaniceoki, @jatkhalsa, @jatkhalsa7, @Sikh_Khalsa11, @wannabesigmaf, etc., on micro-blogging platform Twitter.

Six months ago, using the open-source software platform GitHub, the app Sulli Bai was created on which pictures of Muslim women were posted, and a similar modus operandi was carried out with the Bulli Bai app.

All these Twitter handles were purportedly linked to the Sikh community and as per the information available on @Bullibai, the KSF Khalsa Sikh Force had created the app Bulli Bai, said the police.

It was also sought to convey that one Khalsa Supremacist was a ‘follower’ of Bulli Bai app, as per the investigations.

After getting information from GitHub, the police teams have nabbed three accused – including a 21-year-old techie, Vishal Kumar Jha, a second-year civil engineering student from Dayanand Sagar College of Engineering in Bengaluru.

Nagrale said that after the techie’s links came to the fore in the scam probe, he was arrested by a Mumbai Cyber Police team from Bengaluru.

Deploying his technical expertise, Jha managed to conceal his identity to a great extent, and also claimed through @Khalsasupremacist that he was living in Canada, kept changing his name frequently, besides running a YouTube channel, Tavasya Vats, said the police.

The Mumbai Police have also nabbed an 18-year-old girl, Shweta Anant Singh, from Rudrapur, Uttarakhand, who’s said to be the mastermind, and Mayank Pradeepsingh Rawat, 21, also from the same state.

As the entire issue snowballed into to a major political fracas on January 1, with strong reactions from several leaders from the Congress, Nationalist Congress Party, Shiv Sena, ministers, elected representatives, prominent women activists and others, the Mumbai Police lodged an FIR against unidentified persons, including the unknown developers of the app and the Twitter handles which promoted it.

The police action came after complaints were received from Muslim women that morphed pictures, sourced without consent, of hundreds of Muslim women, including activists and professionals, were being uploaded for ‘auction’ on the Bulli Bai app that was hosted by GitHub.

The police said the accused tried to convey an impression that the social media handles were created by the Sikh community, targeted Muslim women in this manner and attempted to “drive a wedge between the two communities”, but the prompt arrests have prevented any untoward situation.
