House Business Advisory Committee of the Senate met here at the Parliament House on Wednesday

Islamabad, December 23, 2021 (PPI-OT):House Business Advisory Committee (HBAC) of the Senate met here at the Parliament House on Wednesday. The Committee, presided over by Chairman Senate Muhammad Sadiq Sanjrani, discussed in detail legislative business to be transacted during the 316th Session of the Senate. Besides legislative business, the session would take up discussion on current situation of important national and international issues. The HBAC decided that the current session would continue till December 29, 2021.

Meeting of the Senate Sub-committee on Aviation met under the convener ship of Senator Saleem Mandviwalla

Islamabad, December 23, 2021 (PPI-OT):Meeting of the Senate Sub-committee on Aviation met today under the convener ship of Senator Saleem Mandviwalla to review and discuss amendments needed in the Civil Aviation Rules, 1994 and The National Aviation Policy, 2019 at the Parliament Lodges.

The Committee first took up the proposed amendments by the Ministry on the National Aviation Policy, 2019. The Convener Committee directed the Ministry to provide a tabulated comparison between the existing and the proposed policies and reasons for the required amendments.

The committee was briefed that the National Aviation Policy Proposed to make amendments in the existing Air Traffic Rights and Air Service Agreements to restrain the foreign barriers to run indirect flights. The stakeholders grieved that the amendment will cause loss to the Regular Public Transport (RPT) operators. The Ministry was of the view that 53pc of the market is being neglected on account of indirect flights due to non-clearance from the respective countries. The Ministry apprised the committee that hopefully the European Commission will announce the clearance in its next meeting.

Shahid Khaqan Abbasi, Member National Assembly lamented the fact that the National Aviation Policy does not support the Regular Public Transport (RPT), “if there are no RPT’s operators there is no Civil Aviation”, he stated while showing demise on the poor policies for the RPT’s. “Pakistan Civil Aviation find ways to put you on ground rather than to make flying easier” he further said.

The Committee unanimously decided to include a separate chapter of the Regular Public Transport operators which the committee believed is the most critical inclusion to the National Aviation Policy. The present propositions are a mere manual or administrative directive, Khaqan dismayed that the Civil Aviation land is the most expensive land in the country and its customs and MRO’s are impossible. He further said, “Every office requires an RPT, a successful RPT is a successful Aviation”.

The stakeholders also put forward reservations while vetting upon the National Aviation Polices 2019. The representatives of the RPT said that the State Bank of Pakistan also creates hurdles in conducting business with regards to the delays in the approvals for release of payment in the foreign currency. “No corporate entity can own a dollar account” the investors lamented. The Committee proposed to refer the matter to the Finance Committee to ensure payments to the Civil Aviation. It was also apprised by the Ministry that the foreign equity is allowed to hold a share of 49pc which will keep the business remain in the hands of the local investors.

The stakeholders also proposed to inculcate policies related to Ground Aircraft which is essentially missing. The Convener Committee directed to draft proposals on the Ground Aircraft Policies to help obtaining parts in times of crisis. The committee also observed that the taxation policies were also inapplicable. The committee recommended that draft policies should also be shared and approved by the concerned ministries to ensure implementation. It was also recommended that the RPT facilitation proposal prepared by the RPT operators should also be inculcated in the Aviation Policies.

The committee recommended to review the worldwide aviation polices in order to make conclusive policies for the country. The stake holders also grieved the delayed process in obtaining the International Licensing even after the completion of the one year required period and thorough monitoring of the Civil Aviation. The ministry informed that the one-year period is the stipulated time to obtain the International License and the further delay is from the part of the country the airlines tends to travel. The committee also observed the vague and ambiguous policies for chatter operations.

The Ministry emphasized that the foreign entities are not allowed doing chatter operations in the country. The committee also noted that the Aviation Policy did not give any plan for the General Aviation. “To land a private plane in Pakistan is an impossible task” stated Saleem Mandviwalla while dismaying the lack of General Aviation Plan in the Policy. The Committee recommended that every province should have a General Aviation Airport to run the general aircrafts in a smooth and operative manner. It was decided in the committee that the drone Policies in view of the emergence of technology and use of drone in every sector especially for delivery operations should be well drafted under the Civil Aviation Authority.

The National Aviation should also introduce policies to promote engineering. The committee also proposed amendment in the license requirement by extending it on the basis of 4 years degree programme rather than diploma after matric or intermediate. The meeting was attended by Senator Afnan Ullah Khan, Senator Aon Abbas and Shahid Khaqan Abbasi member National Assembly. Representatives from the Civil Aviation Authority and its attached departments were also in attendance.

Trade and Investment vital for socio-economic development of the country: National Assembly Deputy Speaker 

Islamabad, December 23, 2021 (PPI-OT):Deputy Speaker National Assembly Qasim Khan Suri has said that trade and Investment are vital for the socio-economic development of the country. He said that Europe and UK have great potential for Pakistani products and it is vital that our exporters be encouraged to do business in Europe and UK. He expressed these views while meeting with Sahabazad Jahangir Advisor to Prime Minister for Trade and Investment in Europe and UK who calls him in Parliament House today.

Deputy Speaker National Assembly Qasim Khan Suri said that trade and Investment especially with European nations would prove substantial for Pakistan’s economic growth. He also said that the Pakistani diaspora in Europe and UK is a great asset for Pakistan as their contribution in the form of remittances is helping Pakistan’s economy to grow. He said that recently the incumbent government initiative to include Pakistani expatriates in the electorate process would boost their participation in the democratic process.

Hurdles in business being removed to accelerate economic activities: Prime Minister

Islamabad, December 23, 2021 (PPI-OT):Prime Minister Imran Khan says Pakistan can progress rapidly by bringing revolution through IT sector. He was addressing foundation stone laying ceremony of Special Technical Zone, Techno polis in Lahore today (Thursday). He said that overseas Pakistanis are our precious asset. He said that the purpose of Lahore Techno polis is to provide facilities to Pakistani companies.

The Prime Minister said that hurdles in business are being removed to accelerate the economic activities. He said that boosting exports and creation of new jobs are two main issues. He said that the economy cannot progress without boosting exports. Imran Khan said that China has achieved economic power status through controlling corruption at a higher level and boosting exports.

Earlier, Punjab Chief Minister Sardar Usman Buzdar said that 700 acres of land will be allocated for the Special Technology Zone, Lahore Techno polis. He said that the Special Technology Zone and Knowledge Park will develop the region. He hoped that this project will be completed soon.

Prime Minister to inaugurate Special Technology Zone “Lahore Techno polis” in Lahore today

Islamabad, December 23, 2021 (PPI-OT):Prime Minister Imran Khan will inaugurate Special Technology Zone, Lahore Techno polis, in Lahore on Thursday. The technology zone has been constructed under Lahore Knowledge Park Company, where huge investment is being made to enhance export potential in technology.

On the occasion, twelve companies will be issued licenses to work in the technology zone. Moreover, a memorandum of understanding of three hundred million dollars will be signed for construction of three economic zones in different parts of the country. During the visit, the Prime Minister will also chair different meetings in Lahore. Later, he will inaugurate Government College University New Campus and Abdul Hassan Ash Shadhili Research Center in Sufism Science and Technology.

ECNEC approves Rs23.6 billion Rawalpindi Ring Road project

Islamabad, December 23, 2021 (PPI-OT):The Executive Committee of the National Economic Council has approved a project on construction of Rawalpindi Ring Road at the cost of 23.6 billion rupees. The Council granted the approval at a meeting in Islamabad chaired by Adviser to Prime Minister on Finance and Revenue Shaukat Tarin. The project includes the construction of carriageway from Baanth (N-5) to Thallian (M-2) worth with condition to acquire the concurrence of Planning Commission and inclusion of Axel load management in the project.

ECNEC also approved the project of Land Acquisition for Lai Expressway and Flood Channel, Rawalpindi worth 24.96 billion rupees. The ECC also approved revised project for Construction of Hyderabad -Sukkur Motorway on Built Operate Transfer basis. ECNEC also approved revised Southern Punjab Poverty Alleviation Project worth 25.4 billion rupees.

Pakistan committed to host 48th session of OIC-CFM in March 2022: Foreign Minister 

Islamabad, December 23, 2021 (PPI-OT):Foreign Minister Makhdoom Shah Mahmood Qureshi says Pakistan owing to its effective diplomacy has become the hub of world attention. He stated this while addressing at a reception, he hosted in honour of Minister for Information and Broadcasting Chaudhry Fawad Hussain, Minister of State Farrukh Habib and senior officers of the Ministry of Information in Islamabad. He said Pakistan is committed to host 48th session of the OIC Council of Foreign Ministers in March 2022.
