Stolen assets of developing countries must be returned: FM Qureshi

Islamabad, January 14, 2022 (PPI-OT): Foreign Minister Shah Mehmood Qureshi has said that the stolen assets of developing countries must be returned without delay and obfuscation. He was virtually addressing the Handover Ceremony for the Chair of the G77 and China on Friday.

The Foreign Minister said the illicit outflow of trillions of dollars from the developing countries is draining their ability to achieve sustained growth and development. He stressed on the need to adopt new instruments on money laundering and tax cooperation, and establish a UN body to monitor, halt, and reverse illicit financial flows, as recommended by the FACTI Panel.

Manifesto of Government to bring reforms in institutions, PTI lawmakers

Islamabad, January 14, 2022 (PPI-OT): Members of treasury benches the National Assembly have said a detailed discussion was held on the Finance Supplementary Bill 2021. Speaking in the House today [Friday], they said it is the manifesto of PTI government to bring reforms in institutions and strengthen them.

In his remarks, Minister of State for Parliamentary Affairs, Ali Muhammad Khan said it is the right of the opposition parties to protest but the chair of the speaker must be respected. PML-N Leader Khawaja Asif and PPP leader Shazia Marri criticized the passage of the Finance Supplementary Bill and the State Bank of Pakistan (Amendment) Bill 2021. The house has now been adjourned to meet again on Monday at four pm.

Next elections to be last polls of PPP, PML-N: Fawad

Islamabad, January 14, 2022 (PPI-OT): Minister for Information and Broadcasting Chaudhary Fawad Hussain says opposition leaders will not be in the Parliament after the next general elections. In a tweet on Friday, he said the next election will be the last polls of the PPP and PML-N. Chaudhary Fawad Hussain said opposition faced another defeat when the government succeeded in getting bills of important nature passed from the National Assembly.

Statement by the Foreign Minister of Pakistan during the Handover Ceremony for the Chair of the G77 and China

Islamabad, January 14, 2022 (PPI-OT): Dear Colleagues, Excellencies, Ladies and Gentlemen, allow me to begin by once again congratulating the distinguished Foreign Minister of Guinea, Dr. Morissanda Kouyate, on successfully leading the Group of 77 and China during the last year.

On behalf of Pakistan, I also thank the 134 members of the Group for reposing their trust in my country to Chair the Group of 77 and China in these challenging times. Excellencies, during the past forty-five years, the Group of 77 and China has made significant contributions towards advancing the economic and social objectives of the developing countries.

It has conceived many of the innovative ideas and approaches for international economic cooperation, such as the 0.7 percent ODA target; special and preferential treatment for developing countries in trade; and duty-free market access for the Least Developed Countries (LDCs).

From the first UNCTAD Conference through the Rio Summit, the adoption of Agenda2030 and the SDGs, to the recent Climate Change Summit in Glasgow, the Group of 77 and China, and its members, have been the propellants of progress in international development negotiations. In the current trying times, it is essential for our Group to retain cohesion and unity in its collective endeavours to ensure and promote prosperity for our peoples in conditions of equity and equality.

Excellencies, Today, the world is facing a triple crisis — the Covid-19 pandemic; the related economic downturn; and the threat posed by climate change. We are still battling a vicious virus which has taken a massive human, economic, social and psychological toll.

Our Group had warned that if all the world’s people, including those in the developing countries, were not rapidly vaccinated; the virus would roam and return. Due to vaccine inequity, this is what we are witnessing. It is why we are meeting virtually today. The lesson must be learnt. Vaccine production and universal distribution, and reinforced health systems, are the best response to the mutating COVID-19 virus and to ending this pandemic.

The pandemic has affected the developing countries disproportionately. Both because of weak health systems and meagre resources, millions in our countries have suffered enormously and mostly in silence. Apart from lost lives, over 150 million have been pushed into extreme poverty. More than two score developing countries are in debt distress. A few have already defaulted. Over twenty countries are food insecure.

Famine stalks some, especially in conflict zones in Africa and in Afghanistan. While the massive financial injections – of over $17 trillion – in the richer countries have revived economic growth, most developing countries are still in the grip of the most severe recession in a century. Despite the G-20’s debt suspension and expanded financing from development institutions, the developing world has had access to less than $100 billion in additional money to stimulate their economies.

With demand reviving in the richer countries, and disrupted production and supply chains, prices of all commodities and essential goods have skyrocketed, adding the burden of inflation on to the challenges facing the developing countries and especially the most vulnerable sections of their population.

The achievement of the Sustainable Development Goals and Agenda 2030 has been set back by at least a decade. A herculean global effort will be needed to enable the developing countries to recover and move back to the path of achieving the SDGs within the targeted timelines. The developing countries need financial support of at least $4.3 trillion to do so.

These resources must be mobilized from all possible sources: debt restructuring; fulfilment of the 0.7 percent ODA target; redistribution of the $650 billion new SDRs; and larger concessional finance from the IMF and the multilateral development banks. Developing countries cannot recover if their budgets are further constrained by austerity packages, imposed increases in energy prices, and weakening of their currencies. No country must be prevented from serving its people.

It is also essential to address the structural and underlying causes of underdevelopment and growing inequality. One critical issue is the illicit outflow of trillions of dollars from the developing countries, draining their ability to achieve sustained growth and development.

The stolen assets of developing countries must be returned without delay and obfuscation. We need to adopt new instruments on money laundering and tax cooperation, and establish a UN body to monitor, halt, and reverse illicit financial flows, as recommended by the FACTI Panel. The Group of 77 and China should also promote appropriate reforms to the international financial architecture and the world trade regime to induct equity and advance development goals.

World finance and trade cannot continue to leave the most vulnerable behind. Our countries need to install adequate infrastructure – in energy, transport, manufacturing, agriculture – to realize sustained growth. An investment of $1.5 trillion is needed annually in sustainable infrastructure in the developing countries.

The UN can and must play a leading role in mobilizing this investment. Excellencies, Together with the pandemic and the development crisis, our countries also confront the existential threat of climate change and environmental degradation. The developing countries have contributed the least to the climate crisis. Yet, we are the ones which suffer its greatest consequences. Bold promises were made by the industrialized countries at the Glasgow COP-26.

It remains to be seen if these promises- to curb carbon emissions by 45 percent by 2040; to provide over $100 billion annually in climate finance, and double adaptation finance; to respond to the “loss and damage” suffered by the developing countries – will be fulfilled. It is clear that the major onus for mitigation must be assumed by the industrialized countries.

The developing countries cannot be asked to sacrifice development for their people to redress the crisis created by the industrialized world. All climate actions must adhere to the Principle of “Common but Differentiated Responsibility”. Excellencies, Pakistan will work with all Members of our Group to develop effective and concerted action to respond to the multiple challenges confronting our countries. It is my hope that we will be able to convene the Third South Summit in Uganda this year.

Pakistan will work with Uganda to ensure the success of the Summit which will offer an opportunity for the Group to set out its policies and priorities for the next decade, coinciding with the Decade of Action to implement the SDGs.

We will also make every effort to enhance coordination, transparency and consistency in the work of the Group of 77 and China. Active coordination between the Group in New York and its various chapters in other venues is also essential to ensure coherence in the global actions of the Group of 77 and China.

Perhaps we can set up a Coordination Council for this purpose. The Group must also enhance its unity, coherence and solidarity. Each of our members must empathize with, support, and accommodate the interests of other members in a spirit of solidarity. South-South Cooperation is an important instrument to promote such solidarity. In that regard, we welcome China’s Global Development Initiative.

There are several successful examples of such cooperation within our Group. We must reinforce and strengthen South-South Cooperation, without replacing North-South Cooperation. Excellencies, Our countries and peoples confront monumental challenges. We need to change policies that perpetuate inequality and poverty.

We need a positive response from the North to the legitimate objectives and aspirations of the developing world. We will not secure either without mutual support, solidarity and unity. These three aspects should be one guiding principles as we endeavour to build a better tomorrow for our peoples. I thank you.

Government introduces reforms to streamline energy matters: Hammad

Islamabad, January 14, 2022 (PPI-OT): Minister for Energy Hammad Azhar has said the government has introduced reforms to streamline matters related to pricing of imported gas and electricity generation contacts through competitive and transparent process. In a tweet on Friday, he said the law allowing the government to price in imported gas for domestic supplies has been passed by the National Assembly and it will now be sent to the Senate. The Minister said the government had already passed the Indicative Generation Capacity Expansion Plan framework from the Council of Common Interests few months ago.

Pakistan assumes chairmanship of the group of 77 and China

Islamabad, January 14, 2022 (PPI-OT): Pakistan assumed chairmanship of the Group of 77 and China (G-77) for the year 2022, today. Foreign Minister Makhdoom Shah Mahmood Qureshi presided over the proceedings of the opening segment of the handover ceremony held in a virtual format, which was also attended by the outgoing Chair (Foreign Minister of the Republic of Guinea), UN Secretary-General, and President of the UN General Assembly.

Speaking on the occasion, the Foreign Minister lauded the significant contributions made by G-77 towards advancing the economic and social objectives of developing countries in international development negotiations at the United Nations and beyond.

He stressed the need to retain cohesion and unity in G-77’scollective endeavours to promote prosperity in conditions of equity and equality. The Foreign Minister offered concrete ideas for addressing the triple crisis being faced by the world today- the COVID-19 pandemic; the related economic downturn; and the threat posed by climate change.

On COVID-19 pandemic, the Foreign Minister highlighted that the public health crisis had affected the developing countries disproportionately. He called for universal distribution of vaccine as the best response to the mutating virus.

Regarding the pandemic-induced global economic recession, the Foreign Minister underscored the need for mobilizing resources from all possible sources including debt restructuring; fulfilment of the 0.7 percent ODA target; redistribution of the $650 billion new SDRs; and larger concessional finance from the IMF and the multilateral development banks, as well as by curbing the illicit outflow of trillions of dollars from developing countries.

Turning to the threat posed by climate change, the Foreign Minister emphasized that the major onus for mitigation must be assumed by the industrialized countries and all climate actions must adhere to the Principle of Common but Differentiated Responsibility.

The Foreign Minister noted that, as the G-77 Chair, Pakistan will work with all the member states to develop effective and concerted response to the multiple challenges confronting developing countries and also promote avenues for South-South Cooperation. Established in 1964, G-77 is the largest inter-governmental grouping of developing countries in the United Nations consisting of 134 member states.

It provides a platform to the Global South to articulate and promote their collective interests within the UN system. Pakistan is one of the founding members of the Group and has had the distinct privilege of serving as its chair in New York on three occasions in the past.

IIOJK authorities denounced for anti-Muslim diktat

Srinagar, January 14, 2022 (PPI-OT): In Indian illegally occupied Jammu and Kashmir, Muttahida Majlis-e-Ulema (MMU), the amalgam of religious organizations, has taken a strong exception to the authorities’ order asking students, faculty members and staff of all colleges in the territory to compulsorily participate in the Hindu religious practice of ‘surya namaskar’ on a religious festival observed, today.

The MMU in a statement in Srinagar said that the authorities were well aware that IIOJK is a Muslim majority territory and Muslims will not, like people of other religions, participate in religious practices of other religions. “To deliberately force them to do so by issuing directives is mischievous,” it added.

The MMU said that the Indian rulers should be clear that it is completely unacceptable to the Muslims of the territory who will never yield to such highhandedness. “It said Muslims of IIOJK are respectful of all religions and believe in harmonious coexistence but will never yield to any pressure, if and when there is any interference in matters related to their faith.”

The MMU said that it is quite sad and tells about the sorry state of affairs pervading India, that while the religious practice of one religion gets promoted and imposed in the name of peace, that of the other gets banned and barred in the name of threat; referring to the repeated lockdown by authorities of the central Jamia Masjid, Srinagar, where obligatory Friday prayers have not been allowed for months now and the disruptions caused to Friday prayers in Gurgaon by goons having a free run. “The recent open call to genocide of Muslims of India by a Hindu religious conference in Haridwar and the silence of the authorities in this regard is a shocking case of discrimination against Muslims which has become the order of the day in today’s India,” it said.

The organizations, which are part of the MMU, include Anjuman Auqaf Jaima Masjid, Darul Uloom Raheemiyah, Jamaith Ahli Hadees , Muslim Personal Law Board Anjuman-e-Sharie Shiaan, Karwan-e-Islami, Ittihad-ul-Muslimeen, Darul Uloom Bilalia, Anjuman Tableegh-ul-Islam, Anjuman Himayat-ul-Islam, Anjuman Nusrat-ul-Islam, Anjuman Mazhar-ul-Haq, Jamiat-ul-Aima Wa Ulema, Anjuman Imam Wa Mashaikh Kashmir, Darul Uloom Naqshbandia, Darul Uloom Rasheediya, Ahlul Bayt Foundation, Madrasa Kanz-ul-Uloom, Pearvaan-e-Wilayat, Auqaf Islamia, Muhammadi Trust, Anjuman Anwar-ul-Islam and Kaarvaan-e-Khatm-e-Nabuwwat.

Meanwhile, the High Court Bar Association spokesman, G N Shaheen Advocate, in a statement in Srinagar said the authorities’ order was unconstitutional and unlawful and even violation of the Indian Constitution. He said, the HCBA has lodges its protest against the majoritarian dictatorial directions and calls upon the authorities to withdraw the order forthwith and avoid enforcement of such acts which had inherent potential to destabilize the public tranquility and hurt the religious beliefs of various religious communities in the society.

Reacting to the order, Peoples Democratic Party chief, Mehbooba Mufti, in a tweet, said, Indian government’s misadventures are aimed to demean and collectively humiliate the Kashmiris. She said that forcing students and staff to perform Surya Namaskar by issuing orders despite their obvious discomfort with imposition of something laden with religious connotations gives an insight into their communal mindset.

The National Conference Vice President, Omar Abdullah, in his tweet said that celebrating the festival of Makar Sankranti was a personal choice, questioning why Muslim students should be forced to do anything, including yoga, to celebrate Makar Sankranti. He asked whether the BJP would be happy if non-Muslim students were ordered to celebrate Eid.

Government decides to allow permanent residency scheme for foreign nationals: Fawad

Islamabad, January 14, 2022 (PPI-OT): Minister for Information and Broadcasting Chaudhry Fawad Hussain has said that government has decided to allow permanent residency scheme for foreign nationals. In a tweet on Friday, he said the step is in line with the new National Security Policy through which Pakistan has declared Geo-economics as core of its national security doctrine. The Minister said the new policy will allow foreigners to get permanent resident status in lieu of investment.
